Phone merchant used non-preferred bank debit?

I just placed an order over the phone with a company I have an existing subscription with and have PayPal on file as my preferred method. On PayPal, I have a credit card -- valid and current and usable -- as my preferred payment method. The merchant somehow managed to hit my (small) PayPal balance and then a non-preferred bank account to process the transaction. How is this possible? All transactions with them before have gone through my PayPal preferred credit card. This was completely unexpected, and if PayPal is going to allow vendors to decide which payment method they want to use for my transactions, I'm going to need to stop using PayPal for purchases.
