Dear PayPal Support Team,

I am reaching out to respectfully request a reconsideration of the recent limitation placed on my account (Reference ID: PP-L-491869055451). I am a freelance developer who relies on PayPal to receive payments, often in the form of donations, for the software and technical services I provide to clients. As someone with a low income, PayPal has been essential for my financial stability.

I understand that PayPal takes account activity very seriously, and I appreciate the measures you put in place to maintain a secure platform. However, I believe there may have been a misunderstanding regarding my transactions. I ensure that all of my work is fully compliant with intellectual property laws, and I do not engage in any activity that violates PayPal’s Acceptable Use Policy.

My work primarily involves programming and IT services, and I receive small donations or payments directly from clients who support my freelance efforts. I would be more than willing to provide any additional information or documentation to clarify my activities if that would help in re-evaluating my account.

Please know that the limitation has greatly impacted my ability to support myself and has disrupted my freelance work. I sincerely hope you will consider reactivating my account, as it is vital for my income and my clients' convenience.

If your account has been permanently limited then I'm sorry they won't do anything. I to just two days ago was able to use my account no problem and then hours later I no longer had my PayPal. I'm in the USA and in the other side of the country far from home. I explained that they have frozen Access to all my money and that I can't buy food or pay for my hotel. I got promised by a guy there he would help yeah he permanently locked it. For 2 days now they promised to have a supervisor call me and I just hung up with them again because no one ever called. I'm sorry but I wouldn't count on them to help you. You gotta wonder how good a company is when they voted the guy who founded PayPal ELON MUSK out of his own company because they didn't think he was good enough to run the company he founded.

I can't believe the arrogant response from PayPal staff—they've extended the hold on my funds to 180 days. I’m planning to share all of my private messages with them on TV media and public forums. They’re treating their customers like criminals or a terrorist group.

For the past few days, I have been suffering economic and financial losses due to these PayPal limitations. If my funds are not fully accessible and my account is not reinstated by November 8, 2024, I will have no alternative but to take the following actions:

 

  1. Legal Escalation: I will submit a formal appeal to the European High Court and consult with local law enforcement agencies. It is vital to clarify that only legal authorities not private companies have the authority to withhold customers' money. Furthermore, I will pursue a lawsuit against PayPal in the EU court to seek compensation for my financial losses.
  2. Public Disclosure and Media Coverage: I will share my experience with PayPal, including relevant email and chat correspondence, through mass media outlets, including TV networks and online forums. Additionally, I will utilize social media platforms, including Facebook and YouTube, to ensure transparency and global awareness of my case.
  3. Social Advocacy: My case will be openly shared on popular social platforms to shed light on how such practices impact small businesses. This will include highlighting that, as a European Union member, I expect full compliance with the EU’s consumer rights protections.

I am reaching out to express my deep frustration with PayPal’s recent actions on my account, where my funds have been held and my account limited without sufficient explanation. I run a straightforward business offering digital services programming lessons and IT consulting, without any physical transactions or shipping, yet my account has been labeled as “high risk.”

This generic "high risk" label is increasingly concerning. It appears to be a blanket response given without any specific reason or proof of risk. Treating loyal customers like criminals or even members of a "high-risk" group, without concrete evidence, is unacceptable and deeply harmful to our livelihoods. Such actions undermine trust in PayPal’s practices, making it harder for small businesses like mine to operate.

If this issue isn’t resolved by making my funds immediately available and restoring my account fully, I’ll be compelled to take necessary action by involving media, public forums, and legal avenues to address this unfair treatment. I’m asking for immediate clarity, prompt resolution, and an end to these baseless “high risk” labels.

As a freelancer software engineer with expertise in web application development, Mikrotik network configuration, and IT services, I receive payments from clients who support my freelance work. I also teach programming lessons.

This designation is both unfounded and damaging to my reputation. I request that PayPal reconsider the limitations placed on my account and fully restore its functionality. I am happy to provide any additional information or documentation if needed to clarify my activities.

If the issue is not resolved, I will be forced to escalate by posting all communication on forums and reaching out to PayPal's CEO, Alex Chriss, to highlight the way customers are being treated unfairly.

I expect a prompt response and resolution of this issue.
