Resolution Center Problem in requesting refund

I sent money, person did not receive. So I need a refund. But when I select a transaction on the second screen of accessing the Resolution Center, I do not have any "continue" button to press. I tried using Safari and Chrome on my MacBook with the same results.

Which dispute type are you trying to open?

Do you mean you can't escalate to a claim or can't open a dispute in the first place?

I opened the transaction I wanted refunded and clicked on report a problem. But none of the choices applied to getting a refund of a donation. So I clicked on Help on the bottom of the screen. I selected "I want my money back. Can I cancel a payment?" from the list.  It gave me a link to the Resolution Center. I chose Report a problem as the instructions said, and clicked the radio button on the transaction. The next step was to click "Continue" and there was no Continue to click.  Today the box on the bottom of the screen with the "continue" button that did not appear yesterday DID appear. So I clicked it. But the list of options is exactly the same as the list I accessed originally by clicking "report a problem". They do not fit my situation and I eventually get to where I cannot make any choices even come close to fitting. I gave a GIFT to a person. I didn't purchase anything. Their help/resolution center options do not allow this as a possibility. The option that they agreed to a refund seems like it SHOULD work, but they will NOT agree to a refund because they never received the money.  I believe I mentioned in my first message that they had gotten a message the the money was put on hold for some reason (the list of possible reasons includes having a new account, which I believe is the case. But there is no explanation as to when or IF the hold will be removed.) Since they needed the money right away (and it took three days to even get the hold message), I met them and gave them cash. Not only that, I had sent money to a different account at first, but they couldn't access that money, so I THOUGHT I had cancelled it and resent it to the new account. I later attempted to cancel that second one as well, but neither had been cancelled. There doesn't seem to be a way to even do that.

There is no buyer protection for gifts / donations etc and that is why you can't open a dispute unfortunately.
