If I take a PayPal payment from someone outside the country, specifically Australia, should I be worried about fraud, or the payer claiming the goods never made it etc and then PayPal honoring a return of funds to them? In other words, am I risking getting scammed and PayPal not protecting me?

That depends on many factors all listed in Paypals seller protection policy for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > seller protection.
Advice is voluntary.
Kudos / Solution appreciated.
