The best way to report an online scam

Hi

What would be the best way to go about the following?

I purchased several music instruments from a seller on German kleinanzeigen website. I used PP's protected payment. However, after making the payment, the website flagged the seller as potential scammer. I tried to contact the seller but got no answer. Soon afterwards, the real owner got in touch with me claiming that his account was hacked. I tried to contact the seller via paypal - no answer. I reported the problem to the website, and I got a copy of the original ad. I also got screenshots from my correspondence with the seller. However, after going through PP's resolution center I'm not sure how I should report this problem. The only logical option is to report not receiving the goods, but the system asks me the delivery ETA. The seller has updated the tracking info but with no tracking number in it. The system also requests the link to the original ad, which has obviously been deleted. And there's no option to upload the proof of fraud.

Any advice?
PP's resolution service seems very limited. Anything I google on the subject mentions things that don't exist in PP.

I do understand that you want to report an online scam on PayPal. Requesting you to kindly reach out to our support team during business hours by clicking the contact us option at the bottom of PayPal page. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account).
