The dispute is closed on the seller's favor, and the seller agreed to issue a refund

Hello;

 

I have bought an item from a seller from a legit website by sending him the amount, and unfortunately the address was not near him so in order to send it he will require more shipping expenses.

 

However, i tried to change the address but paypal informed me that once the payment is done then the shipping address can't be changed for buyer's safety which is understandable. So me and the seller agreed for a refund on both, that legit website chat, and in paypal chat window, so i opened a case with paypal and provided everything to get a refund (i guess it is the right way to get a refund! isn't it?)

 

Just yesterday night i received an email from paypal stating

 

"We have reviewed this transaction(s) and are denying your claim(s). This decision was made because our records show that this transaction was processed correctly"!

 

and when i accessed the case in paypal i saw on top of the case:

Does this mean that i will get a refund?

 

The problem i am facing is that unfortunately the seller takes Victorian centuries to reply to messages on both paypal and that website i bought the item from, even before i tried to buy anything from him, and unfortunately i can not contact paypal as it doesn't show any live chat as before!

 

So am i getting a refund! is there anything else i can do?

Why didn't you open a dispute for non receipt of item?

I don't remember the last time i have used their system. When i opened the case there, i remember there were something with refund, so i clicked it and supplied them with all the required info including the chats with him.

 

And i wonder, is there any ability to connect with paypal again regarding this transaction? and since it states that the seller agreed to refund, doesn't that mean i will get a refund under the supervision of paypal?
