Hi
I had the same problem, I reported it as unauthorised, paypal said it wasn't and closed the case, so I called them. The automated voice will do everything it can not to put you through to an actual person and will not offer it as a option, but when it asks what it can help you with you say "I want to speak to an agent", and when it keeps suggesting alternatives of "repeat" or "main menu", just keep saying "agent" until it puts you through and it eventually will.
Once I got through to a an actual human being, I had a very helpful customer service agent, who briefly put me on hold and then sorted my refund. I know the whole process sounds a bit bizarre and unnecessarily complicated (and it is), but it worked for me. (I don't know how well this works for old cases, mine is only a couple days old, but if this problem arises again this is what you should do).
Best Wishes
Rob

Hello everyone,
Welcome to our community forum and thank you for your posts!
I understand this must be concerning. It's possible that you created a Billing Agreement with your seller during a checkout. A billing agreement/automatic payments authorizes a merchant to take payment from a customer's PayPal account when they make a purchase from the merchant’s website. As a buyer, you must agree to the Billing Agreement before a merchant can take a payment from your PayPal account. You can stop the future payments by canceling the Billing Agreement and the steps can be found here.
To request a refund for a completed payment, you’ll need to contact the seller. You can also reach out to our team by clicking the contact us option at the bottom of PayPal page or send us a message through our Twitter(@AskPayPal) and Facebook page for additional assistance.
I hope this helps!

Hi Bindu,
With all due respect- that's a crap way to run a business.
How can you expect customers to feel that they are protected by Paypal if Paypal leaves them deserted after they've been hacked. Just because they have paid for the service previously and considered it a trusted service?! This does not automatically imply that that shop/service is always safe/legit. What protection is there from Paypal when you are impossible to contact and close disputes without ever actually looking into a case?
I had £200 stolen from me through this payment! £200!!
Uber were as impossible to contact as you were- replying with automatic responses and saying a claim is open with you so they won't look into it. Meanwhile, you closed the dispute without resolution and Uber deemed it still open and refused to refund.
Luckily for me, I contacted my bank straight away in a panic and they cancelled my card, agreed it was fraud and refunded me the money.
I now have no trust in Paypal whatsoever. What I previously considered to be a safer way of buying goods & services online, is now just another company who doesn't actually care about its customers and provides very little safety for online purchases despite their claims. If you did care- you would be a lot easier to contact and provide a lot more support for resolution on claims rather than shutting them down without any consideration, just because the company has been used by the customer before. Absolutely disgusting approach.
For anyone else who is on this thread and seen a payment go through from Uber BV - This payment can be for any Uber service, including taxi and uber eats. If you are certain this was not made by you, make sure you login and cancel your saved payment details (like paypal), change your password and contact the bank directly. I would suggest contacting Uber and keeping screenshots/records of your conversation with them as proof of your dispute so you can provide this to your bank if necessary to show that you have raised it and nothing has been done. You likely won't have much luck with Paypal or Uber for a resolution/refund as both are useless and won't look into it.
Good luck!

Hey, has anyone updates on this issue?
Paypal send me a notification for a transaction to Uber BV of 4,99€. I did not make that payment, I don't even have an uber account. I reported the incident to PayPal but they just closed the case. Since I don't have an uber account and uber has no support team I don't know how to reach them... I changed my password and refused the transaction, but has anyone tips how I can prevent Uber from using my account?
Thank you!

Check if you had a subscription set up and cancel it?
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments.''

Kudos / Solution appreciated.
