Verify business account and remove restrictions

I have uploaded bank statements, tax returns, w9 and nothing meets there requirements. The phone support is horrible and off shore. They can't tell me why it is limited. Please HELP!

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

Yes, I have called customer service and they are confused with my personal PayPal account. I also have messaged them in Twitter. I am looking for tips on what they need to verify the business
