Why is my account access temporarily limited

I’m new to PayPal. I’ve used it maybe 10 years ago for eBay a few times just never really utilized it. I had to open an account to receive a payment. I have a hold on a payment to me for 183.00. I am not worried about that, I’m wondering why it says “ Your account access is temporarily limited “ We noticed some significant changes to your account activity. To understand this better, we will require some information from you. Until we receive your information, some features in your account will be limited. You'll be able to regain access to these features once you provide the information we've requested. So apparently it’s a security / concern. I like that they have tight security. The thing is I don’t use PayPal a lot. I have to ship a product out, and then I’m paid. The problem with that and my question is : if my account is not funny accessible & limited how do I accept a payment ? It says I can’t withdraw money from the account. I really prefer other apps! It wants some information. An uploaded ID card which is fine…. I don’t understand this : Provide proof of fulfillment. Provide purchase receipt from your supplier. ( I have no idea what that means ) provide purchase receipt From my supplier. Can someone give me some feedback.

Proof of Shipment: A valid tracking number for shipping, in the case of a physical item.
for an immaterial good, the proof of the treatment of the sending.
for the invoice, paypal wants to know, where the object sold comes from.
and therefore an invoice from the person who sold you or gave you the object you sold.
