My paypal account was limited permanently 180 days ago. Now paypal isnt allow me to link a new bank/card. I've talked minimum 100 times for it. They couldn't help me. Should I go for legal action against paypal?
If PayPal emailed and said you can withdrawal, file a complaint at bbb.org under PayPal San Jose, CA and ask them to assist with linking a bank account so you can withdraw the money.
If PayPal did not email you that you can withdraw the money, file complaint to ask them for a follow up review to determine if you can withdraw.
