Hello,
I'd account limitation from 2019 because I used all limit balance in year,
So Paypal want my address verification I sent it twice and they give me message with "we will contact you within 7 business day" and I'm waiting 3 business year there's no response and account still holding at least the year is end, Logically now I can use my account balance,
And they doesn't have any email or phone number to contact them on my account.
at least I want to withdraw my balance.
I saw that like a huge robbery
what can I do in this case ?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
