concerning PayPal's dispute center unfair practice of finding for the merchant

I have a mail theft problem in my area and I called the merchant prior to ordering some glasses from $39 glasses.com I advised them of the mail theft that was going on in my area and they assured me they would send the glasses where I would have to sign for them however they did not and they were stolen. I filed my dispute of the charge and just because the merchant sent the item and the mail lady says it was put in the box they won the dispute. PayPal disputes are totally ignoring the fact that they did not send the items as I requested and the way they said they would. so now I'm out 524.00 due to paypals inadequate dispute resolution and favoritism towards merchants. any advice from anyone would be appreciated because at this point I'm ready to pay my bill off and discontinue use of PayPal and PayPal credit. thank you

Get a PO box or direct your deliveries a safer address (or leave a sign at your premises not to leave packages due to theft and instruct delivery persons to provide a pick up slip) if you plan on ordering online in general because in this and similar cases, the seller is not required to do signature confirmation for order values under $750. The seller met the seller protection requirements and so they won.

Plus, in the buyer protection terms: “If the seller presents evidence that they delivered the goods to you, PayPal may find in favor of the seller for an Item Not Received claim even if you claim you did not receive the goods.” — Item Not Received Claims

 

You can try an appeal to kick up enough dust to PayPal that you ‘might’ get a ‘courtesy’ refund as goodwill at their discretion through customer service or by bbb.org under PayPal San Jose, CA.

yes that's pretty much what has happened except they kept going back to the merchant for follow-ups and never once came to me. to my knowledge PayPal and PayPal credit are the only ones who have this policy. I am disabled and I don't have a vehicle it would be very difficult for me to get into town that I live 8 miles from I'm out in the desert. their policy has left me feeling cheated and robbed. it's unfair that they allowed the merchant to provide proof that they sent the package and that it was delivered they did not let me add the evidence that I asked them to send it differently and I asked the mail lady about the delivery and she told me other people were missing packages the same time I was. three times I had people from PayPal credit in messaging center tell me that it was resolved in my favor it was not. matter of fact I got a letter in the mail today saying the decision has been made and I owe the 500 bucks but guess what the dispute says it's still active in the dispute resolution center. I'll try the better Business bureau thanks for your help I appreciate it but it looks like I'm hitting a dead end road. it's a terrible policy that they have and I'm not aware of any other company doing this.
