I made an all out effort to read the new policy changes that PayPal outlines in the Aug. 14th email I received from them. I just got so lost in all the mumbo-jumbo lingo! I know we get these from time to time but I wish I knew at least the highlights on what the most important changes are! There must be some radical changes if Paypal requires you to close your account by Sept 3 if you disagree with any of the changes! Or maybe this sort of request is in all of their policy changes emails before but I never noticed? I saw the word "government" somewhere in the text I was attempting to understand . . . that seemed like a red flag to me. But, alas, I still couldn't figure out what was being communicated about all this "new" changes. Any help would be appreciated! Thank you.

The new policy is so ultra-complex it's difficult to see what terms apply to what kind of transaction.
From what I read it looks like it's all too easy to incur charges unless you are making a standard domestic purchase.
For that reason I'm out.

Thank you! I wasn't sure if it was just me! This whole "one world" concept is doing just the opposite of what it supposedly stands for. I miss selling overseas but it has gotten way too complicated! 😞

@jlandry, @Unclestein,
Hi everyone! Welcome to the PayPal Community Forum. I'm sorry to hear an upcoming policy update has caused some confusion. I can certainly understand how the legal wordage can seem a bit complex. I'd be happy to point you in the right direction and provide some clarification.
Just to make sure we're on the same page, this is regarding the update currently scheduled for Nov 1, 2023 - correct? If so, here are a couple FAQ pages I hope will answer alot of your questions:
FAQ page for UK Consumers
FAQ page for UK Businesses
@Unclestein, I saw a few questions you had on another thread - I'll try to answer them here for you. Your account would be considered "Inactive" after 12 months of inactivity. As long as you log into your account once in a 12 month period, your account will remain "active". The "inactivity fee" would only apply to a balance you have in your account, PayPal would not charge any external funding source or take your PayPal balance negative for inactivity. You can find more information about Inactivity Fees here.
After reviewing the policy, I did not see any updates to UK - UK domestic transaction fees. In most situations the receiver is the party who is charged a fee, so you should see no changes in sending a payment internationally. There still may be situations where the sender is charged a fee, which can be found here. You can also view our Updated Merchant Fees page here.
Hope that helps!

Hi Jon K,
Thanks for your reply, yes this is regarding the Nov 1, 2023 update.
Your answer which pointed to: FAQ page for UK Consumers clarifies the situation, such that I won't be closing my PayPal account just yet, which is good because I find PayPal quite useful for making certain purchases, and thank you again.
In hindsight, instead of sending out a global email titled: We're making some changes to our legal agreements that will apply to you'.
Paypal should have identified which of the recipients are 'consumers' and showed them the link: FAQ page for UK Consumers
Regards

The email I got today (29/8/23) from Paypal is titled "We're making some changes to our legal agreements that will apply to you".
But it's just a link to the same confusing policy wording as before, so I guess Paypal themselves haven't acknowledged any of this conversation at all! 😕
