payment to Ebay Commerce couldn't be sent. Why?

Received email from paypal stating my payment to ebay commerce could not be sent. So it appears I cannot purchase on ebay since its the only method I use.   Paypal makes no suggestion as to how to fix the problem in their email. I've  been using paypal for over 20 years.  Why now

I am sorry to hear your payment has not been sent. I know this must be frustrating. This could be due to a number of reasons, for example, your bank/card issuer may have declined the payment.

I would suggest you contact your bank/card issuer to resolve any issues with them. If you have done this, and are still unable to send your payment, please contact our Customer Support.
