paypal asking for additional payment

I need help. I need to know if it is really a fraud.

They have transferred 38 US to me, but the payment has not been made to my account.

I receive an email saying that the payment has been withheld because my account was not a business account and that the person must transfer me another 38 so that in total there would be 76 dollars and thus it can be charged to my account.

The person sends me another 38 but then an email arrives saying that my account is already a commercial account and that now I must return the extra 38 that the person paid me and thus they will release the payment, but I do not have the money in the account.

The person (who already seemed to have knowledge about the email) explains to me what to do and I inform him what happened.

He seems insistent that I have to figure it out (after telling me that the problem wasn't my fault) and that it was my fault for blah blah. He asks me if I have money in my bank account to pay him back the 38, I tell him no. He tells me to borrow from a friend, I refuse.

That made me even more suspicious.

I start checking the emails and I realize that they don't come from Paypal...
Will I be okay to distrust?

(I should mention that the email is in English, they always arrive to me in Spanish.)

SCAM.

You never pay any upfront fee as a seller or to receive payments.

Ignore scammers that send fake Paypal emails telling you that you need to pay an upfront fee to verify/upgrade to a business account/or any other reason to accept a payment.

You would certainly never have to send funds especially via another payment processor/bitcoins/ or tokens/vouchers of any sort.

Any fee is auto deducted by Paypal at the same instant the remainder of the payment is credited to your Paypal account balance.

No funds in your balance = you have not yet been paid, even pending/held payments will still show in your Paypal account activity.
