ebay buyer protection vs paypal protection

Hi, I'm new to this, and bought an item on ebay (it was electronics, value under $200).  It has not arrived after four weeks.

I paid with paypal.

 

The ebay listing, at the top, says, 'ebay buyer protection'. It does not say 'paypal purchase protection'.

 

1. Is this item still covered by paypal protection if I file an INR with paypal? I do not want to file with paypal and then find out its not covered.

 

2. Will I get a refund?

 

3. Is there any reason I should file with ebay dispute rather than paypal? I'm really confused as to why there are two dispute resolution processes (ebay or paypal) for an INR.

 

Help is appreciated.

ebay is a different company than paypal. ebay sells things and paypal is payment portal. 

 

You actually have 3 or 4 or 5 methods of appealing items not received and all are valid. Ebay and paypal are the most convenient. 

 

If you have an option to file a dispute with ebay you are still protected with both. Further, if you pay by credit card you can initiate a chargeback through them. Further to that, if your credit card is through a bank, your bank can help with chargebacks. You can always target a person civilly through the judicial system for your money back as well. Obviously ebay and paypal systems are the quickest and most convenient. Although using a credit card through paypal, I believe you would have longer than paypals 45 days ( i think 90) but you would need to contact your provider for details. 

 

and finally, depending on where you are and where you bought it, 4 weeks is not too unusual. it happens. work with the seller, but if you feel the item is not coming and the seller isn't refunding, then put in a dispute with either.
