You cannot ship First Class International with Paypal shipping.

I noticed you cannot ship first class with Paypal shipping to International places, even Canada. I ship everything with Paypal shipping and then I have to go over to Ebay shipping to ship First Class International because the other shipping options they have are to expensive. If I ship 1 Pokemon Card Paypal wants me to ship it Priority or Express. I always ship first class to ship 1 card. Please fix this problem Paypal. Thanks!

First Class International wouldn't help me, but I love the idea that Paypal would revisit the international shipping options -- which are grossly limited.
I ship via USPS Prioritity International Flat Rate, because it is the only affordable method. But it has no tracking nor insurance options. (I think that's a USPS limitation, not a Paypal limitation.)
For high-value orders I go to the post office to ship via Priority but NOT flat-rate. This costs about $35 to Europe, but lets me track and insure the package.
Why can't I do that via Paypal?

I used to ship first class international. Within 3 months I quit and now ship exclusively Express Mail.
Dozens of packages went missing and I knew the insurance company wasn't going to take more hits so I just switched on my own after hours of time wasted filing claims, talking with PayPal, and customers.
Even with Express Mail I have had some headaches. At least I could prove it was the post offices fault.
For Instance, the last headache I had was for an insurance claim (ironically) from an item shipped USPS first class international. After 30 days the item never arrived. I filed insurance and posted a new one.
For whatever reason, the buyer decided he wanted to buy another item similar to mine before the package arrived and refused my package when it arrived.
As shown in the tracking, the package proceeded back to the states and even to my city, then for no reason was forwarded back to the buyer in Russia where it was sent back again. I still don’t know where that package is. All it says is returned to sender... WTF USPS?!

That's strange, because I've been shipping 1st class int'l. for several years now & have never had a pkg. lost or not delivered. I also don't insure them unless it's at the request of the person receiving the pkg. Actually, there's been more problems with the domestic mail than the int'l. (but only a couple over several yrs. with them, also, when they wound up losing the pkg.!).

How/where do you go for eBay shipping? Meaning, can you only do this when the item is purchased through eBay--so it's shipped from eBay? I've been told you can use eBay shipping to ship items purchased other places besides eBay, but I can't figure out how or where to do this. I know some etsy sellers who say they do this, but for the life of me I can't figure out how and can't find info on how to do it.

Not being able to print out & pay for my1st class international labels is driving me crazy! I keep having to buy stamps & if I get a couple or 3 international orders (like yesterday), I either wind up using all my stamps , running out, or having to put a dozen stamps on one pkg.! And running downtown to the post office practically everyday takes up valuable time that could be spent in other ways. Is it possible to print the 1st class int'l. labels on Ebay, even if the item you've sold wasn't sold off there? I'm a member & user of Ebay, just don't sell on it. I do, however, sell quite a bit on Etsy (also Art Fire & Zibbet). I would love to be able to do that! 🙂 Thanks for any help you could give me in advance.

How do you print out your 1st class int'l. labels on Ebay if the item you sold isn't off Ebay? I'd love to know how to do this (& so would a lot of other people!). Thanks for your help in advance 🙂

Yea i noticed that a long time ago..... I only use ebay shipping labels now I find it easier to print them out through ebay

Just to let you know, I talked with someone from PayPal several months ago when I first asked this question. They told me that you cannot go to Ebay & pay & print first class international labels, which answered my question. However, they also said that PayPal was considering adding this to our PayPal accounts (being able to pay & print 1st Class International) in the future, which I know will make LOTS of people happy if they do 😄 It sure will make me happy!

Having 1st Class International as a shipping option would be a huge advantage.
Compare prices and services for shipping a small package to Europe:
First Class:
- ~$7
- includes tracking
- deliveries within 2 weeks
Priority Flat Rate:
- ~$17
- no tracking
- deliveries take up to 30 days
- no insurance available
Priority (not flat-rate):
- ~$35
- includes tracking
- deliveries take up to 30 days
One might think that Priority Mail was a higher level of service than First Class, but despite the higher cost, the service is WORSE. It takes longer, and there's no tracking nor insurance for flat-rate shipments.
I'm getting daily hate mail from a customer in France. I shipped his package via flat-rate Priority on Jan 27; he doesn't have it yet. In the meantime, he ordered something else from the US, paid half as much for shipping, and already received it. Guess what? The 2nd package was shipped First Class, with tracking. But not via Paypal, of course.
Bottom line is, this is approaching being a deal-breaker. I shipped 75 international packages last year, and expect to do more this year. I need access to first-class service, and if paypal won't give it to me I will need to find someone who will.
