EBAY PS3 IS THIS EMAIL A SCAM

I sold a ps3 to someone on ebay, they bought it off me, after I specifically put in the postage area, only to UK, so they said they paid, but I have not received payment and that I had to provide a tracking number.
Then I got this email, is this a scam.
We request for the MTCN control number in less than Few Hours and we will fund the money into your account or face the consequences of LEGAL ACTION.
We believed you entered into agreement by requesting money through PayPal, and by non response to the payment confirmation made to your account you have violate PayPal agreement.
However, the buyer has already contacted us in other to make report of you. We are ensuring to make PayPal a safer place, therefore we need to set confidence in our users. Your act has proven to us that if your funds was credit into your account, you would not ship out the item to the Buyer.
We give you Few Hours to send the MTCN to the Address below which is also the same with the one given to you, also send the MTCN Number immediately to us for verification. Immediately we confirm the shipment, you will receive a confirmation e-mail that your account has been credited.

I am not sure what that email aims to collect nor would a PayPal official - because I can confirm that it is a scam email and was not sent from the PayPal network or eBay.
Please do not respond to the email; open any links or download any attachments. Please also follow this advice:
Fake emails, also known as 'phishing' or 'spoof' emails, attempt to trick you into revealing personal or financial information such as bank account details, credit card details and passwords etc. These fake emails often link to fake (spoof) websites where your information can be collected if you type it.
Here are some security tips to help you stay protected online:
- Even if a URL contains the word 'PayPal', it may not be a PayPal webpage.
- When using PayPal, always ensure that the URL address listed at the top of the browser displays as https://www.paypal.com/. The 's' in ‘https’ means the website is secure.
- Look for the 'lock' symbol that appears in the address bar. This symbol indicates that the site you're visiting is secure.
As this is a scam email, please forward it to spoof@paypal.co.uk (so PayPal can investigate) and then delete the fake email from your mailbox. If you‘ve responded to a fraudulent email and believe your PayPal account may now have been accessed, you should report the unauthorised access immediately.
Note:
- If you provided any personal information in response to a phishing email or on a spoof website, change your Password and Security Questions immediately.
- If you provided any financial information, contact your bank and your credit card issuer and tell them about the situation.
- Review your PayPal account history to check that you recognise all recent payments.
Please also cancel the eBay transaction and do not dispatch the item to the buyer's address.

THIS IS A TYPICAL PAYPAL SCAM.
They encourage you to use paypal and often ask you to send the item as a gift to a relative somewhere often Nigeria.
You will get/got a "fake" email that looks as though it is from paypal.....it isn't.
It will say the buyer has paid ...you won't have been paid.
They will tell you that the payment is released when you provide paypal with a tracking/shipping number......this won't happen.
If the item requires shipping they will tell you that they will pay you extra and you must pay the agent via western union / moneygram BEFORE the funds are released to you.
They are not interested in the item, they just want the western union etc funds and you will never see money in your paypal balance.
They also threaten legal action...have a laugh at that one and ignore it as its rubbish.
Paypal NEVER tell you to send trackable, they advise it for seller protection etc but it is not compulsory.
Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Paypal NEVER expect you to use a rival money transfer service eg money transfer via western union or moneygram.
Advice is voluntary.
