issuing invoices in GBP for payment in USD

I have a number of queries regarding Paypal's exchange rate functions and how it doesn't seem to make any sense at all.

First: A client and I agree on a fee for services and he offers to pay $350 (USD) as a deposit, I agreed and wanted to work out how much this is in GBP. Why is it that when I check the currency conversion tool for payments it asks me: "From -  (I choose USD)" <enter amount - 350> "To - (choose GBP)" and it gives me an answer: 579USD. EH? I said FROM dollars TO pounds, not the other way around - this is plain confusing.

Second: So I've fiddled around with this tool for a moment and realise that when I change which currency it converts FROM (to) and TO (from) it gives different answers from>to USD>GBP than from>to GBP>USD? This is extremely confusing and makes my life rather tricky since I then have to pick one and bill the customer. They then reply to me saying the amount is incorrect. Well of course it is. The system seems to make no sense at all.

Example: I enter FROM GBP 350 TO USD and it says 228.4 Fine - I double check: FROM USD 228.4 TO GBP = 374.

I then have to start tweaking the numbers 'til it comes up with $350 so I can bill my client correctly... this is madness. Please fix this tool (or the seemingly dodgy exchange rate system) so I can use it to work out the values of international payments BEFORE I start sending bills out to people which end up wrong - one way or another the client ends up paying $20 or so too much or I end up receiving £15 too little.
