Being charged twice my negative balance.

Hello everyone,
A week or two ago I was given a negative balance on PayPal. About a few days ago I fully paid off this negative balance successfully. Today when I checked my recent transactions on my bank account I found that PayPal charged me the negative balance amount again even after it was paid off days ago.
Why has PayPal charged me twice the negative balance I owed them?

Probably because they had already requested the payment from your bank and it was processing when you paid the neg balance off.
So when it clears through to paypal it should be credited to your paypal balance and you can spend it or withdraw it back to your bank account again.

This is fair enough, but what I don't understand is that when I paid off the negative balance 4 days ago (via debit card, which is instant), why didn't they cancel the payment request from my bank?

Because it was presumably already processing.........takes 5-7 days to get to paypal and can't do a u-turn if you have suddenly paid the neg balance off.
This is because paypal use electronic transfer (slow method) to transfer funds from your bank account and not wire transfer (faster method). So it has to go via automated clearing.

Thanks for your help. Do you know how long it usually takes for a refund? I know that customer service within PayPal is extremely poor, so I don't really trust that I'll be recieving any sort of email or refund anytime soon. Definetely not using PayPal again after this event. I've used PayPal for 5 years happily, but after the last couple of weeks I'll definetely be closing my account as soon as I get a refund.

It usually takes 5-7 business days for the transaction to clear as kernowlass has explained, however please note that most likely the funds will be added to your PayPal balance and won’t be automatically refunded to your bank. You can withdraw the available balance at any time or you can use it fund a transaction.
