Circuit laundry card top-up error

I've been trying for a few days to top-up my laundry card on circuit.co.uk, but the site always says there's been an error in processing and I should try later. I messaged both Circuit and PayPal to help me with finding and fixing the problem, but I didn't hear from any of them.

Do you have any idea about what might have caused the error, are there any mistakes I could have done? Could it be because I don't have an UK bank account? I linked my debit card, but it's from a Romanian Bank.

Yes, you either need to get a UK bank account or get someone to send you money into your PayPal account. The bank account thing might take a few weeks and if you're like me your only option is a Basic Bank Account (I got mine at HSBC), but if someone sends you money through PayPal it will only take 3-5 days.
