So I bought an item and PayPal sent me a receipt and the seller also got their payment butt it has yet to take it out of my bank account I have log out of my bank and PayPal account and it still says I have the same amount before I bought the item.

If you can see the payment as completed in your PayPal account, the best thing is to check your bank account statement few days later. Most of the banks show the transactions immediately; however, in some other cases the latest entries are not always updated on time and it might take a bit of time to be showed in your bank statement.
