Using Paypal for Payroll.. Personal Payments??

Say I were to use Paypal to pay independent contractors that work for me. Would this be a 'Personal- Money Owed' payment?? It's not to purchase goods or services.. and there's no reason an employee should have to deal with having 3% taken out of their paycheck anyhow.

No, that's for something else.
The payments certainly are for "services" - employment services.

Is there something in Paypal's terms/use/definitions or something that says this? It seems like such a hazey subject to me.

Not that I'm aware of, specifically, but you can safely assume that paypal isn't going to work for free, which is the effet of your system.
