Welcome to the PayPal Community Forum. There are several things that can impact your ability to send funds. If you are trying to send more than $200.00 instantly but are unable to then I would first check to ensure your account is 'verified'. If your account is not 'verified' then you will need to do this as it will give you the ability to send as much money as you have available to you.
The other situation may be that PayPal is blocking your ability to use the Instant Transfer option on certain payments or payment amounts. PayPal instantly reviews all payments before they are completed and we determine what, if any payment funding sources you will be able to use to complete your transaction. If PayPal is blocking the Instant Transfer option then there is not a way to get around this and my only suggestion would be to use a different funding source such as a credit/debit card if you have one available on your account.
Keep in mind that PayPal determines the types of funding sources that are available for use based on a wide variety of factors and it is not a reflection on you or your credit worthiness when we do not allow certain options. Thank you again and have a great day.
