Paypal payment method declined on merchant websites

Shortly after I switched banks, I was in the process of changing my PayPal account to add the new bank for payments as I'd withdrawn all funds from the old bank. However, it seems that two pending transactions for Lyft still went through the old bank, causing overdraft and bank decline. Since I had already added my new bank account, I'm sure PayPal will be trying to withdraw funds from the new bank and will be able to retrieve them. But I've not been able to use my PayPal account as a payment method on Uber/ Lyft ever since. Customer care tells me I have to "rebuild" my history with PayPal, when I can't even use PayPal for online payments. How can I fix this?
