Accidentally sent money as "Goods and Services" instead of "Family and Friends"

While sending money over to my sister who is an F1 student, I accidentally selected "Goods and services". Since the amount was above $600, my sister was charged a tax of $30 and will be sent an 1099-K form. She tried to refund the amount back to me but PayPal says that they have already sent $30 to IRS so they cannot refund that back. Is there any other way to refund the money or revert the transaction or change tag to friends and family. Please help! It was a transaction by mistake and I don't want it to affect her F1 visa status for selling nothing!
