CAN'T PAY THROUGH PAYPAL BALANCE

I want to transfer money from my balance account to another account, but "balance" payment method isn't showing, only my visa card is showing, and I don't want to pay through it.

I can actually see the balance on the summary page, but I'm not able to use it.

You can't use a balance in your country, check out this link for help.
