Can't send money

Hello, 

My friend can't send me money from the USA to Russia. She gets a message on her Paypal page saying: THIS RECIPIENT ACCEPTS PAYPAL PAYMENTS ONLY THROUGH THEIR WEBSITE. GOD TO THEIR WEBSITE AND FOLLOW INSTRUCTIONS. -What does this message mean?
