My Friend is in Sweden as an international student. Can he open a Paypal account using his Swedish Personal number and swedish bank account to receive money to Sweden?
Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country. So if they reside in Sweden and have Swedish information to add to their paypal account then yes.

Barring any other issues, you should be able to receive payments to a Swedish account.
