Cannot send money via credit card

I have a serious problem as follows:

1. I have zero balance in my paypal account.
2. I cannot add funds from my bank account because all of my banks (I have three) are listed as "Direct debit - unavailable".
3. I have a linked credit card.
4. My identity is verified, including sending tax number, and passport photos.
5. I have no way of adding cash funds to my account because I am not in the US.
6. I've been a paypal member since 2013.

My paypal account works perfectly for purchasing things online through paypal, but I cannot sent money to another paypal account using my credit card or linked bank account as the source of the funds. How can I resolve this?

Not all countries have the option to add funds to a Paypal balance account.

However you should be able to send funds using your credit card as your funding source for purchases.

However if you are meaning you can't send friends/family payments then I don't think you have that option in your country.

@PayPal_Bindu This seems to not be the case. My friend sent a request for payment, and I cannot sent money from my card. Let me stress again that this card works perfectly well for other online purchases. It makes no sense to me as to why it won't work in this specific situation.

What country is your friend in, is he in Japan as well?

Have you confirmed the card with the 4 digit code?

Are the funds being sent in the correct currency?

Does the billing address of your card match your paypal account address?

@kernowlass My friend is not in Japan. I have confirmed the four digit code. The card does work for online purchases through PayPal. I have purchased through PayPal in Euro and USD previously with no trouble. The funds were requested, and I attempted to send in the correct currency. The billing address in PayPal matches the billing address on my card.

@Temp20230621B I am painfully aware that I cannot add assets to my account. I am not trying to add assets. Simply, I am totally baffled as to why my card works perfectly well for online purchases through PayPal, but I am unable to send funds to my friend with the same card.
