Cannot transfer funds, bank claims because lack of identification related to PSD2

Hi,

 

Since the end of October I am unable to transfer money through PayPal. According to my bank, they can see that the transactions have been rejected because they need additional identification, and that this is linked to PSD2. My debit card is verified when I add it to my account, but there is no verification step when I transfer funds. I have repeatedly tried removing and re-adding my debit card. Again, verification and adding the card works, but transferring money with the card through PayPal is now a no-go.

 

My bank has stated, if the transaction is done later than that at the time of purchase - if it is done as a reservation rather than as a purchase - then the transfer might fail. 

 

I have googled and searched this community for others experiencing similar issues but have so far not found any solutions. Help would be greatly appreciated.
