Cant accept payments

Hello there, i came on here to ask a question about Accept Payments as a resident of Bosnia And Hercegovina, 

I used PayPal from 2016 and back then I accepted some payments as I remember, after that for a while I just used

PayPal to pay for thing and I did not use it for accepting money but I had a need recently for a friend to send me money

he's from Sweden and when he tries to send the money its not letting him for some reason, I tried with other friends as well 

im unable to accept any payments for some reason, im not sure whats the problem? I did everything updating card, confirming card for

limitless transactions etc. Is there anyone who knows what the issue is?

Thank you for the reply! Okey i see the link you sent and i've reed trough it but my problem is not transfering, i can link my visa card and il transfer the funds, but the problem is that i cant get the money on my paypal account so my friend tries to transfer from his card/paypal to my paypal wallet and its not going trough, maybe im not understanding something
