I don't have the option to select the type of transaction payment. Cannot change the "Goods and Services" transaction to "Peronal Friends and Family"

Friends and family option might not be available for some countries/markets. For Kazakhstan (KZ), you can only send money for goods and services:

You can't try and bypass the Russian ban by opening another countries paypal account unfortunately.

It would never work for you as you would have to have a phone number / address / bank accounts and cards all registered in that country.
