Hello! I wanted to withdraw money from the Donationalerts website to my Paypal account, but an error occurred. Technical support said to contact Paypal technical support, but only a bot answered in it. Here is what is written in the error: "Failed to make a payment. This may be due to account restrictions or errors on the side of the payment system."
Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link. https://www.paypal.com/ua/smarthelp/article/faq4646
You still can't do commercial transactions and receive goods/services payments.
