First time seller. Payment made to me but on hold for 21 days

Hi everyone.. I want to sell tickets for a concert abroad and I have a buyer who sent the money on PayPal but it's on hold for 21 days. If I transfer the concert tickets to the buyer today am I guaranteed my money after the 21 days Thanks
