How can I start receiving payments?

I am trying to receive payments from other people. I've set up my paypal.com account and linked my card to the account, but can't find a way to link my bank account (a french bank account) to the site. Do I need to do that first? Do I need to set up an account from paypal.fr in order to link my french bank account to the paypal account to receive funds? Otherwise, what do I need to do to receive funds ?

When my friends try to send me money via my email address associated with paypal, an error message comes up to say that this person (me) is unable to receive funds.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
