How can my friend receive payment I sent quicker that 30 days?

I sent money to a friend. The money has been drawn from my bank account. My friend cannot access the funds for 30 days, according to Paypal. They need the cash sooner.

As paypal is country specific its hard to advise when you haven't stated the country you and the recipient are in.
