How do I fix the problem of the payment not going through ?

Hi, 

I have 2 cards on my account. Visa and Mastercard. I could not confirm my Visa and I could not make a payment whether a direct one or a requested one. I could not even transfer my money to my cards. It's mentioned that those banks don't allow transfers at the moment. Is there something that I could do? I don't have the email because it's not mentioned on the "How to contact Paypal Customer service?" support page.
