I want to send money to my friend in Usa and i live in dubai, but the transaction cannot be done , it keep saying that the payment is on hold and the receiver cannot withdraw them
The friends/family option for sending payments is not available in your country unfortunately so all payments go as for goods/services and so the recipient would be subject to the new seller hold as per link.
