I sold an item on ebay and the person who bought it included extra money in their payment and a request for me to use the extra money to buy a visa gift card to add to the shipment (its a gift apparently). I got an email from paypal saying the funds would not be released to my account until i send a photo of the visa gift card and the receipt to paypal, and im not sure where im supposed to send that.

The email you have received is not fro PayPal. We do not require customers to purchase gift cards in order to have the funds released on their PayPal account. Please do not proceed with this sale.
