How to send money from India to Ukraine?

Hello I would like to send money from India to Ukraine email address. The Ukraine email address is linked to some Ukraine bank account. However whenever I try to send money by entering that email address, i get an error saying you can't send money to other countries, select some other receipiant. However i can send money to Europe. I am only facing this issue with Ukraine email address. Please tell me how to resolve this issue? The person from Ukraine is in dire need of money and PayPal is restricting me from helping that person. Thanks

Unfortunately, it’s not possible. Ukraine accounts cannot accept goods and services payments, only friends and family and India accounts cannot send friends and family payments only goods and services. Use another way to pay. You’ll need to know someone with a PayPal account who has ability to send/accept friends and family AND goods and services type payments to accept the goods and services payment from you and send a friends and family payment to the Ukraine address or maybe use Western Union.
