How to send money to a friend

I have tried many times to send money to a friend of mine. A message comes up saying "you cant send money right now. There is an issue with my account". I need to send the money to my friend ASAP. How can that be sorted quickly?

Depends which country your friend is in.

Depends on currency.

Depends on funding source you are using and is it confirmed.

Depends if you are using funds in your balance.

New issue, ie sent before?
