I understand you would like some help transferring your PayPal balance. I would also ask that you ensure the bank account you are attempting to withdraw your balance to is confirmed.
Also, please check that your email address is confirmed and see if you need to confirm any information, here: Log in to your PayPal account
Finally, if there are any limitations on your PayPal account, this can prevent the ability to withdraw your balance. You can check for any account limitations by visiting your PayPal Resolution Center and selecting 'Go To Account Limitations'.
