I cannot receive money. It says "your recipient can't accept payments right now"

I cannot receive payments. The sender always receives the message that the recipient cannot receive payments right now.  Why would it say this?

You have a U.S paypal account so can you confirm you live in the U.S?

Yes. I live in the US. PayPal says my account is okay and they have no idea why I have issues. The two people who attempted to send me money have had an active PayPal for years and both live in the US

I have. Customer service is saying nothing is wrong with my account but it keeps happening. Guess I will wait to see if it happens again. Thank you for your advice/input
