I have 2 payments coming to me via account and the user has informed me that payment hs been applied to the paypal platform. They said there is a small probability that the international payment will fail and to please contact the paypal platform for consultation. How can I be sure that it doesn't fail and that I can receive payment?

Hmmm, sounds like a scam to me.
Why would the payment fail and why would a buyer say that?
That is unless they are going to send you a fake paypal email with fake paypal contact information to scam you of an item or funds.
As long as you have confirmed your email address / verified your account by adding and confirming a bank account and they are sending the funds in your currency then there should be no reason it would fail. If you have not received funds before then you may be requested to claim the first payment and select whether to set up a balance account or have it auto swept into your bank account.
However NEVER send anything until you see the funds in your balance OR bank account and BEWARE OR SCAMS.
