Message: 'Insufficient balance' when the balance IS sufficient

I have tried to make a payment for Nexo (top up my account using my payment card), and each attempt has been rejected 'due to insufficient funds in my bank'.
Why is that? Yes, the funds in my bank (the bank that issued the payment card) are insufficient but I have created a setting to always use my PayPal balance first to do the payment. My current PayPal balance is more than sufficient.
What can I do to solve the issue?

Because you selected to pay with card, your card is declining because of insufficient balance. Try selecting your PayPal balance as the main payment method if you want to use your PayPal balance. Or go to your Wallet page and select your PayPal balance as your preferred payment method.

 

If you have a Nexo profile in your PayPal automatic payments settings, note that PayPal usually uses your balance first before using back up card as well.

No, I have already beforehand set my PayPal balance as preferred payment method, and it stayed this way. So the issue is still that PayPal used my bank balance even though I wanted the PayPal balance to be used first!
I have re-checked the settings, and all is fine.
I have tried a number of times to chat with the PayPal assistant, to no avail. It always says: 'no customer service agent available at the moment. Please, try again later', and then 'the chat was closed due to inactivity' (but nobody replied).
Please, give me some tips on how to reach the customer service!

@NotAColdSun, I can certainly understand how it can be a bit frustrating running into payment issues like this. Have you double-checked the payment you're trying to make and the balance in your PayPal account are the same currency?
