I'm using PayPal Germany, and usually when I transfer money to a contact using an email address, there's an option to pay using the "goods and services" option, which enables the Buyer Protection. I'm trying to buy a router from ebay-kleinanzeigen (German classifieds website), and the seller has given me their email address. However, when I go to transfer them the money, it is not possible to change the transaction from friends and family to goods and services.
To make the matter even more confusing, I tried selecting another contact, one from whom I have previously purchased some chairs, and with this contact it is possible to select the "goods and services" option. Why would the option be possible with one contact, but not another? I am confused. If I asked the seller to send me a payment request, would this then enable the buyer protection?
