PayPal balance is on hold from more than a year

I received an amount in my PayPal wallet and automatically transferred it to the preferred bank.
But that transaction was on hold because I had already closed that bank account and after around 20 days I received the amount back in my PayPal wallet.

 

After that, I added new bank details and set it as preferred for automatic transfer.

but it's been more than a year, the amount is still in PayPal wallet, and automatic transfer isn't working.

 

What's the solution to that?
I can't even use that PayPal balance for any other transaction.

For this kind of account-specific assistance, you can talk to a representative from Customer Service and explain that you are unable to withdraw your balance. To find your contact options, you can click Contact at the bottom of the PayPal website, or you can also try one of our social media options, by sending a private direct message on either Twitter, Facebook, or Instagram.
