As you don't have the friends/family option available in your country then all payments are seen as payments for goods/services and so you are subject to the new seller hold as per link.

If you mark the transaction as processed then the sender may have the option on their account to mark the transaction as delivery/satisfied. If they confirm this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner ie 7 days after they verify. This is not always available or guaranteed. 
If not then sadly its 21 days.

Its been over 30 days.  I have received funds from other people with no problem
