Payment Declined, Funding Source cannot be used.

I already have 2 cards and a bank account in my paypal account, all of which are verified. However, when trying to make a f&f payment, it either wants me to add a new payment or says that transaction cannot be processed. When I add my bank card again, this message appears-We've added your new funding source, but you can't use it at the moment. To continue, please choose or add another way to pay. I have contacted all my banks whom have said that they are not the issue. What should I do?

Welcome to the PayPal Community! I'm sorry to hear you're having so much trouble, I can imagine how frustrating this has been. If your payment is being declined, it could be for a number of reasons. It's possible that our internal security system is blocking the attempt that you are making. You could attempt to make a payment to another user, a payment on a merchant's website, or complete the payment outside of PayPal.
